It is the headquarters of Combine operations on. I looked up that area in an atlas, I'm 100% sure it's in Russia. City 17 is one of the last remaining cities after the Combine conquer Earth. I have seen a map picture in Ep2 on a pc monitor showing a circled area on a world map. (I'm also pretty sure it would be located within the box I added) It's a bit difficult to see in this pic, but go in Ep2, it's a flashing circle on a monitor (it's just at the start of Our Mutual Fiend where Eli is).
